Is a Cortosis Weave included with vibro-blades, Swords etc or do they have to be modified with it

I have thought about cortosis as it is good against the defence for lightsabers, but this still has to be debated with. Cortosis is a very powerful weapon which makes a lightsaber completely disabled for a small amount of time, so if that is fair in a combat scenario is to be discussed.
