Is there an actual set number of missions or posts someone needs to complete to graduate as full fledged bounty hunter

Well it depends on the individual playing. The better writer they are, the more imaginative they are, the quicker they will promote through the ranks. Someone could do 20 missions, some 6 etc, it really depends on their work.
