I'm just getting so frustrated when I see these promo & vinyl things with rare mixes, and I know I can't get them.

Legally you could try contacting the record label about it - the producers of the songs usually do keep copies of productions of older songs in archive so there is always a chance the label can get in contact with the producer and they can get back to you about it.
Yes it is a very long shot but you never know, might be worth your while emailing them and seeing what happens. The only other way is to go to a record/cd fair around where you live, you never know what people bring in to sell - be warned though as some people charge a hefty price for a rare peice of music.
