Forum advertising - well in fact any website that allows adverts to promote or pay for the upkeep of it do this.

I do agree some of them can be really annoying - generally the forum picks and advert related to the thread. For example if you click on Keisha's forum you get a advert about keisha in the Sun or "click here for the latest info on Sugababe Keisha".

Ones with sound do grab your attention, and as you rightly said can be painfully annoying - esp those bloody emocions you get on Miscrosoft sites advertising Msn.

Going "HELLLOOOO" really loud. :P

Oh yeh it's annoying. I hate adverts on here with sound. I thought I was playing something random on YouTube or something.
