Does anyone know how you make a moving avatar?

You can create one from scratch using a modulator and coding it. There is also a way on some advanced imagary sofware to cut and strip moving images which them condenses it down.
But the hardest part is changing the format code from dix. to jpeg or gif.
There also could be some websites that host them, although I am not certain as I have never looked.

You can make animations using Jasc Animation Shop 3.

anopther good program for making animations is Ulead GIF Animator. it's pretty simple...I figured it out all on my own. :P

you can download a free trial of it. it costs about $30 American I think.
