Instrument of Government for the Province of Neueland

Promulgated the 26th of the month of August, in they year 1000059 After Zelpha

I. The Province of Neueland is the landed property of the Neueland Company and its Board members in proportion. Those who live upon it are tenants of the land and workers of it at the discretion of the Neueland Company

II. The Neueland Company shall appoint a Governor to be ruler of the Neueland Province in the name of the Board of Directors. The Governor shall have the ability to promulgate Provincial Orders-in-Council for emergency situations, which shall be confirmed by the Board of Directors when possible.

III. The tenants of the Neueland Province shall have all the protections due under the Serdian legal system. This shall not imply them as citizens of Serdio, which is a privilege not grantable by the Board of Directors nor their Governor.

IV. The tenants shall have the right to appoint by election an Advisory Board of twelve members elected by the general tenants at large to advise the Governor on the opinions and hopes of the tenants.

V. The Governor shall reserve the right to punish those who violate the promulgations of the Board of Directors or the laws to which every Serdian adheres.

VI. The withholding of rations, being fully within the power of the Governor, shall be necessary and used in the case of those tenants who refuse to do their duty and work in some manner applicable and acceptable to the Board of Directors and its Governor.

VII. Every officer of the Neueland Province, both members of the Advisory Board, the Governor, and any officers the Board or Governor see fit to institute shall swear an oath of fealty to His Majesty the King and his government.

VIII. This Instrument of Government shall not be construed in any fashion as a manner of independence from the Kingdom of Serdio or the organizations to which it is subservient, including the Sade Confederation and any other such organization which may so organize itself.

IX. This Instrument of Government shall be modified at the 67% approval of the Board of Directors.

X. The official versions of this Instrument of Government shall be the Zelphan, Kenjikian, and Shadche versions, and no translation into any other language will be applicable.
