Home of high rises and office buildings, this is where the various government bureacracies make their home as do the petite bourgeoisie who staff them. Law offices, centers of commerce, and the NZ Exchange can be found on Grand Avenue.

Many of the elite have winter homes in the pent house suites on the top several floors of each high rise, with most renting out more floors for offices for their staff. During the winter, the elites move into the city for the season and begin the hustle and bustle of the busiest time of year in NZ.
