How do you create those light bulbs (don't have another name for that) that are on the Ryan Theriot Wall and Manny Ramirez Wall

Those things just look great and I just wonder how to do it to kinda improve my wallpaper skills.

The simplest way I can think of is to gaussian blur a rectangle. Then use the twirl filter to get that spin on it... don't twirl it too much, just enough to get the curve. Make sure it's white, then set it on overlay. Duplicate the layer as needed to make it brighter. There's really a million ways to do this, but that might be the simplest.
