SEDIP is a loan assistance package aimed to improve equitable access to quality secondary education in 26 SRA provinces. The project is co-financed by the Asian Development Bank (ADB) and the Japan Bank for International Cooperation (JBIC).

The Department of Education (DepEd) exercises responsibility for the implementation of SEDIP. A National Project Management Office (NPMO) oversees the day-to-day operation and management of the project. The NPMO is attached to the Bureau of Secondary Education.

Implementation activities in the project provinces is managed by the Division Offices in close consultation with the DepEd national and regional offices.


2004 - 2006


> Trainings and capacity building for Biliran Division secondary school heads, teachers and staff

> Delivery of textbooks, supplementary materials and teachers' manuals

> Delivery of General Science, Biology, chemistry, Physics, Math, Industrial arts and TLE school equipment packages

> Construction. repair, replacement and completion of classrooms.
Construction of Science Laboratories, Home Economics facilities, Industrial Arts facilities, Libraries, Faculty Rooms, guidance Centers, Toilets and Water Supply Systems

> Delivery of school furniture

> Implementation of High School Innovation Fund (HSIF) projects

> Construction of new secondary school with furniture, school equipment, textbooks and teachers' manuals

> Delivery of Effective & Affordable Secondary Education (EASE) packages


Improve equitable access to quality education in the province of Biliran
