can i make a few suggestions (just suggestions if you dont like it than ignore what i say)-

1. Black templars are combat based this shooty army is good but its subtracting everything templars stand for.

2. Dont mix meltas with heavy weapons. Try to give 1 squad 2 assault weapons and 1 squad 2 plasma cannons in another.

3. The high marshall is too decked out. I would consider a chaplin with a power weapon and a jump pack. Therefore a free 4+ save, 6 attacks (power weapon, crozuius arcanum and 4 on profile, move 12 assault 6, deep strike with assault squad ((highly recomended)) and he has the stats of a high marshal anyway well just about.

4. The assault squad needs a power fist and possibly melta bombs as it is common for an enemy to try to roll you with tanks.

5 beef up the first squad so you can get a majority save of 3+ or split the squad up for cannon fodder in separate squads.

1: I don't care if their Shooty, this List worked, first I took out most enemy verchiles, second my Assault Squad charged and took out 16 Storm Boyz without losing any, and finished off the other verchiles, third all my units were in close combat hacking away at Orks, despite half of them charging I won the game on turn four without losing anything but a Squad of Black Templars, so, it works like this

2: the Meltas were because I was facing Speed Freaks, if the Melta didn't destroy the verchile, then the Heavy Weapon did

3: I don't have a Chaplain, only a Terminator Chaplain, I don't spend much money on my Marines anymore :(

4: The Assault Squads have Plasma Pistols for wiping out Verchiles, and they work against Orks and Eldar War Walkers don't know about it untill they fall

5: thats all the Close Combat Marines I have :(

but thanks for the suggestions, maybe when I get osme cash spare

You need to look into getting a Pfist for the assault squad, like Akeris said, I would drop the squad to 8 bodies.

Remember, 2 shooting casualties will force morale checks on a majority of the squads.

What does the High Marshall do? I don't think he'll make it into assault walking 6".

I don't see the list doing good in competition :( I don't think you'll win many shoot-outs, and with small squad sizes and no transportation, I don't think you'll see many favorable assaults.

This list doesn't need to charge, half of the time I won combat against the Orks because of my shooting down his Slugga Boyz, blowing his verchiles away and frying his Gun Wagon, I won with a 972 Points differance, he got barely 100 Points (The Squad with Plasma Cannon and Meltagun) because thats all he managed to kill after hitting wounding and Armour Saves, needing 4+ is still a good Armour Save, although I did fail my Leader Ship test and lost that unit.
This list blasts the enemy away at long range and by the time they get into Combat theres only one or two of them left anyway, it works against Orks, dunno about Eldar yet though.

(The High Marshal and Emperors Champion go with the Close COmbat Templar Squad and Assault Sqaud is meant for flanking, the Plasma Pistols destroy Tanks well enough and Power Fists are just plain usless IMO, except on my Marshal on Bike! he killed an Ork Warboss once!)

Hmmm.

1. either give the high marshall a jump pack and give the assault squad a power fist and reduce their number to 9 or 8 and put your marshall in that squad.

2. put him in youre assaulty troop squad and mount them in a rhino/razorback
