I've never seen it. Worth viewing for its weirdness, or is it just dreck?

I think it is fantastic. A truly one-of-a-kind flick and you get to see Carradine in drag.

I recorded it just to check and it was the same P&S transfer as before, with the FBI Warning from the Media tape (!) still on the front.

Same here! I was hoping TCM might've uncovered a better print, but guess not. I'd pick up a special edition DVD of this in a heartbeat.

I'm disappointed that TCM didn't have a better print to show, but I've been curious about this movie for some time, so I'm glad they showed it in some form. In any case, I figured that it was DVD-R-worthy.
I haven't watched the whole thing yet, but I love the theme song performed by David Carradine:
