Pretty much, the brief version is that this contest is to send in a story or picture of Kirika Misono(From Eiken). It doesn't have to be large breasts, BE, weight gain, etc., but those would be preferred. November 1 is the deadline and prizes will be requests. Again, all info can be found at that link.
