Here ya go:
Here are the Contest Rules:
1. This competition is open to all who have a costume that is related to characters from either anime, manga, or video games.
2. If the costume was made by you, you will have a better chance of winning than someone who bought their costume.
3. You must have a reference photo(s) for your costume if it is a not so popular series, character, game, Japanese Street Fashion, i.e. Gothic Lolita, or if it is a character of your own design, i.e. GaiaOnline Avatar.
Desicison for Costume Contest winners will be based on four key things:
Detail- precise workmanship in making the costume as exact as possible to reference
Flow- how the costume reacts to the wearer while in movement
Effort- time and work placed into making costume or modifying previously manufactured costume
and
Overall Attitude- dedication to the costume you are in as far as making you become the character.

Newbie question #2:
Are extra points given to costumes that are "bulkier"? Which is to say, are scantily-clad cosplayers given LOWER scores? It only seems fair :)

Here's my ruling on that.
Regardless of costume design, whether scant or bulk, the judges following my rules shall follow them.
If your costume rocks and is bulkier than a person's whose costume is practically a skirt and tube top, I will side with the bulky one.
But like I said, all costumes will be judged in the four areas.

That, in my opinion, brings up two concerns.
One: It would be under "Overall Attitude"
Effort, as I explained, is time put into making the cosplay.
and Secondly: ...
DID YOU HAVE TO USE THAT ABOMINATION OF THE COSPLAYING WORLD AS YOUR EXAMPLE?
