This seems like a waste of money for me. They could be using that money for the 3rd world instead of creating fevers or putting voices in people's head.
It is scary, that's unatural. But really, would was the point of creating this "ray gun"?

Break up protests and I've heard some department stores will be using the voices in my head technology to broadcast to a specific area without a speaker.
It's the military industrial complex developing it by the way they could give a damn abou the third world.
