Gongaga is to the SE of the Gold Saucer.
Follow the grassy area south of the Gold Saucer to a river. Cross the river, go about 25 steps further south, then turn towards the ocean. There's a small grassy area beneath a small mountain. Gongaga is in the center of that grassy area. It looks like a bunch of rocks.

No, it's not the same village. You were in North Corel before the Gold Saucer. Have you visited Battle Square at the Gold Saucer yet? You have to go there before you can leave the Gold Saucer the right way. :whistle:
