Amended by adding these bills:

Amendment I: Amending the constitution of the Gallic Confederacy must only be done by the councilmen within it. Read Amendment (V) for instructions on how to do it..

Amendment II: Bills can be suggested by anyone within or those who are interested in joining the Gallic Confederacy. Read Amendment (V) for instructions on how to do it..

Amendment III: All Council meetings must be recorded and posted on each guilds forums.

Amendment IV: Guilds are Nuetral to both Barbarian and Roman guilds/people. If one guild feels it has been harmed or they wish to war against a tribe, they may bring it to the Councils attention.

Amendment V: Rules may be suggested by anyone in or willing to join the Gallic Confederacy. It is then up to the members/leaders to yay/nay them. New laws should be put through the respective clans in a vote, or just finding a general idea of thought on it, before they become active. Clearly the leading members of each clan get the final say, but it is good to get a feel of what everyone wants. They could also atleast do it through a larger council, if not the large of the clans. Council members can do their own research to see what their clansmen want.
